Crime and Justice

The Crime and Disorder Act 1998 had the effect of establishing Community Safety Partnerships. The police, local authorities, fire and rescue authorities, Local Health Boards and police authorities have a statutory duty to form part of these partnerships and these bodies are known as the ‘responsible authorities.’ The purpose of these partnerships is to ensure that all these agencies work together to tackle local crime, disorder, anti-social behaviour, alcohol and drug misuse.
Section 108 of the Policing and Crime Act 2009 adds reducing re-offending to the list of statutory duties of the responsible authorities as set out in the Crime and Disorder Act 1998. This will require an amendment to regulations made under Section 6 of the 1998 Act which set out arrangements for the formulation and implementation of strategies for the Community Safety Partnerships. The Home Office want to make these amendments so that they come into force by 1 April 2010, which is when the provisions in the Policing and Crime Act 2009 are to be commenced.

The Minister is asked to sign the Crime and Disorder (Formulation and Implementation of Strategy) (Wales) Regulations 2010 which will amend the Crime and Disorder (Formulation and Implementation of Strategy) (Wales) Regulations 2007 which provide additional requirements upon responsible authorities in connection with the production of the strategies they are required to produce in accordance with the 1998 Act.
